No início dos anos 70 o público americano clamava por séries de TV que retratassem temas mais voltados para  realidade, fugindo da linha de ficção e fantasia adotada nos anos 60. O detetive Theo Kojak (o ator Telly Savalas) foi visto pela primeira em "The Marcus-Nelson Murders", de 1973, telefilme baseado em fatos reais. Vem daí a inspiração para o personagem, transformado em série logo depois.

Kojak trabalhava num distrito policial de Manhattan. Comandava uma equipe que incluia os detetives Stavros (George Savalas, irmão de Telly), Saperstein (Mark Russel) e Rizzo (Vince Conti). Faziam ainda parte do elenco o detetive chefe Frank McNeil (Dan Frazer) e o tenente Bobby Crocker (Kevin Dobson).

Kojak era completamente diferente dos heróis de outrora. Careca, adorava chupar pirulitos, chamava bandidos de "baby" ("neném" na tradução brasileira) e escandalizava seus superiores com métodos nada comuns entre os policiais.

O sucesso da série elevou Savalas a categoria de grande estrela no mundo da televisão, apesar de na época o ator já ser conhecido por outros trabalhos tanto no cinema quanto na TV. No papel de Kojak, tornou-se uma celebridade. Ganhou um prêmio Emmy e gravou discos. Americano filho de imigrantes gregos, nasceu em 21 de Janeiro de 1922. Depois do cancelamento da série que o tornou famoso, retornou ao papel em dois telefilmes: "The Belarus File" (1985) e "The Price of Justice" (1987). Entre 1989 e 1991 estrelou mais cinco telefilmes como Theo Kojak. Telly Savalas faleceu em 22 de Janeiro de 1994, aos 72 anos, vitimado por câncer.

No Brasil, Kojak estreou na terça-feira de 23 de Janeiro de 1975, as 23h00, através da TV Globo. A popularidade do personagem foi tanta que muitos homens carecas ganharam o apelido de Kojak. O ator Telly Savalas chegou a visitar nosso País por conta desse sucesso até porque o herói que encarnava na televisão virou tema de Carnaval.

Em 2005 houve uma tentativa de retomada da série com o ator Ving Rhames no papel de Theo Kojak. A baixa receptividade, no entanto, fez com o que o programa fosse cancelado após a produção de 9 episódios.
